because netflix cant change the copy protection for 480/720p/1080p older TVs would be not possible to use because they arent getting any updates anymore (only 4K TVs has this advantage with auto updating Apps from the Company itself) so Netflix can't change the DRM they can only change the bitrates or profiles. Thats why they just lowered the bitrate here. But the other non public tools are already updated so you can still get the highest quality.
